A generator built into a design tool is the shortest path from idea to finished layout: the picture appears inside the document it belongs to, next to the fonts, the logo and the guides. If the image only ever lives inside one design, that is genuinely hard to beat.

The break point is almost always volume or reuse. As soon as images are made in dozens, or have to leave the design tool, or have to appear without a person at a keyboard, the built-in generator becomes a bottleneck rather than a convenience.

Using both, which is what most people should do

There is no rule saying you pick one. Generate the images where the controls are, export them, and lay them out where the fonts and the brand assets are. That order — image tool for pictures, design tool for design — keeps each tool doing the part it is good at, and it is what a working routine looks like in practice.
